Документ, разрабатываемый ОКОИ совместно с партнерами на этапе операционного планирования, после выработки концепции деятельности ФНД. Документ содержит: обобщенное описание деятельности типового соревновательного объекта, основные этапы его работы, роли функций, типовую структуру команды, обслуживающей объект, типовой эскизный проект и группировочную диаграмму. Предполагается разработка только одного такого документа.

Документ, разрабатываемый функцией «Управление объектами» совместно с другими функциями и внешними партнерами и содержащий подробное описание деятельности одного соревновательного объекта по выбору ОКОИ. Документ включает: подробное описание деятельности объекта, уточнение ролей и взаимодействия функциональных подразделений на ключевых этапах эксплуатации объекта, подробное планирование каждодневной деятельности, график функционирования объекта, оргструктуру команды, обслуживающей объект, схему типового объекта/временной инфраструктуры с учетом передвижения потоков посетителей, план управления и коммуникаций, план укомплектования персоналом, планировку помещений, план размещения оборудования и техники, план оперативного реагирования на аварийные ситуации и другую информацию.

Content includes a detailed description of how the venue will operate, role and interaction of functions through the key phases of operation, detailed day-by-day activity plans, venue integrated schedule, specific venue team structure, venue-specific operational/overlay design including client flows, command control and communications plan, staffing plan, room layouts, equipment and technology allocation plan, venue emergency response plan and other information.
